Hertfordshire Training & Development Consortium (HTDC) is a managed network of third sector organisations, statutory agencies, further education colleges, training companies and independent trainers under Hertfordshire Community Foundation as lead body.

HTDC exists to provide workforce development and capacity-building for the voluntary sector  and to develop partnership working between third sector organisations and other providers of community training in order to maximise access to learning opportunities within the most disadvantaged groups and wards in the county.
