Report on Third Sector Learning and Skills

The BIS report was published on Friday 12th April 2013.
Funded by the Department for Business, Innovation and Skills (BIS) and delivered by a partnership of the Third Sector National Learning Alliance (TSNLA), Skills-Third Sector, NIACE, Fairtrain, HOLEX and the Learning and Skills Improvement Service (LSIS), the research set out to examine how the Third Sector can play a full role in learning and skills and in meeting wider government objectives.
The research, which included a literature review, quantitative provider survey, focus groups and a statistical analysis of learner and provider records held by the Skills Funding Agency has been the largest study into the third sector and has provided a significant and rich source of evidence.
Sarah Elliott from HTDC attended the NIACE Focus Group for Third Sector Learning Consortia as part of this exercise.

New HTDC Project to Develop Employability Skills Programmes

HTDC working in partnership with Hertfordshire Adult and Family Learning Service (HAFLS) has been awarded funding from the Learning and Skills Improvement Service (LSIS). The project - Hertfordshire Employability Skills Provider Improvement Programme (HESPIP for short) is to support voluntary sector providers of training for the unemployed to analyse and improve their training and the outcomes delivered for learners.

Consultation on Further Education Workforce

The Interim Report for BIS proposes changes to the current PTLLS, CTLLS and
DTLLS qualifications and to the Institute for Learning (IFL).
The government recently launched a consultation into the revocation of the
further education workforce regulations. Lord Lingfield’s interim report on
professionalism recommends that initial teacher training (ITT) should be
optional for new teachers and trainers entering the sector, who would need to
gain only a preparatory award as part of an induction process in their first
job.
Being a qualified teacher would be optional. Most teachers and trainers enter
the FE sector from non-teaching backgrounds in commerce and industry, and are
currently required to attain ITT qualifications and Qualified Teacher Learning
and Skills (QTLS) status. The interim report recommends revoking the 2007
regulations that require this.
